Senate committees treat the bill in the same detail as in the House of Representatives and may introduce it with or without amendment. A member of the committee who wishes to express an individual opinion or a group of members who wishes to present a minority report may do so by notifying his intention to present complementary, minority or additional views at the time of the adoption of a report on the measure. Such opinions may be submitted to the Secretary of the Committee within three days and may form an integral part of the report. When a committee reports on a bill, it is reprinted with the committee`s amendments, which are indicated by italics and deleted elements in the line transcript. The calendar number and the report number are indicated on the first and last pages, as well as the name of the senator who is writing the report. If the committee decides to present a report accompanying the bill, it will be printed at that time with the minority or individual opinions. In the meantime, the House of Representatives is responsible for introducing and voting on the accompanying bill. As in the Senate, when a bill is introduced in the House, the Member of the House is responsible for referring the bill to one or more select committees of the House for further consideration. Sometimes the framers of the House give the bill a different title, and sometimes the House Member gives the Legislative Assembly a different law number than his or her Senate companion.

Ultimately, a bill can only pass if the Senate and House of Representatives table, debate and vote on similar legislation. Decided that at any time after the adoption of this resolution, in accordance with Rule XVIII, the President may declare dissolved the House of the House of the State of the Union Committee of the Whole to consider the Bill (H.R.___), etc. First reading of the bill is omitted. After a general debate, which is limited to the bill and does not exceed the hours divided and controlled equally by the President and the senior minority member of the Commission on _____ At the conclusion of consideration of the proposed amendment, the committee rose and reported to the House on the bill with any amendments that may have been adopted, and the previous question shall be deemed ordered on the bill and its amendments for final adoption, without an application for renewal of undertaking with or without instructions being given. If a question is put by the Speaker and a quorum is not voted on the question, if there is no quorum and objections are raised for that reason, the House will sit unless the House is adjourned. The call is answered by means of an electronic device and the Sergeant-at-Arms can bring in the absent members. Votes for and against the outstanding question shall be deemed to have been ordered at the same time and an “automatic” roll-call vote shall be taken. The Secretary shall use the electronic system or consult the list, and any member present may vote on the outstanding matter. When those who vote on the matter and those present and do not vote together form a majority in the House, the Speaker declares that a quorum has been reached and that the outstanding question will be decided, as noted by the majority of voters. On Monday, Tuesday and Wednesday of each week, as well as during the last six days of a session, the Speaker may move a motion to suspend the Standing Orders of the House and pass a bill or resolution of public interest. Sometimes, on other days, the motion is approved unanimously or by a rule of the Rules Committee.

For example, because of the Rules Committee rule, the House provided that the motion would be moved on a Sunday when the House was sitting. Members must agree in advance with the Chair to be recognized to make such an application. The Speaker usually recognizes only one majority member of the committee who has reported on the bill or who is primarily responsible for it. The motion to suspend the rules and pass the law is controversial for 40 minutes, half the time in favour of the proposal and the other half in opposition. The application cannot be amended separately, but may be amended in the form of a variation request by the Director General, which will be attached to the application if proposed. Since the rules of procedure can be suspended and the bill can only be adopted with the consent of two-thirds of the voting members, with a quorum, this procedure is normally used only for the expedited consideration of relatively uncontroversial measures. During the previous discussion, the legislative procedure for bills originating in Parliament was described. When a bill comes from the Senate, the process is reversed. When the Senate passes a bill that comes from the Senate, it is sent to the House of Representatives for consideration, unless it is considered a vehicle for a similar House bill when passed by the House.

The Senate bill is referred to the appropriate committee of the House for study or, at the discretion of the Speaker, held at the Speaker`s table. If the committee reports the bill to the House as a whole and the bill is passed by the House without amendment, it is registered. If the House of Representatives passes an amended version of the Senate bill, the bill is sent back to the Senate for voting on the House of Representatives` amendments. The Senate may approve amendments or request a conference to resolve disagreements on House amendments, or further modify House amendments. According to the Constitution, the Senate cannot take tax measures. Traditionally, the House also drafts general licensing laws. If the Senate passes a tax measure in the form of a Senate bill or an amendment to a House bill, it may be returned to the Senate by a vote of the House in violation of the constitutional prerogative of the House. Debate on a bill in the House of Representatives is interrupted by the deferral and order of “the previous question”.

Any debate on the bill shall be adjourned if the motion is adopted by a majority of the voting members, who shall have a quorum, or by a special provision directing the previous question when the whole committee is formed. The speaker then asked, “Should the bill be further developed and read a third time?” If the answer to this question is in the affirmative, the bill is read only a third time by title and voted on its adoption.
